PRIMARY DUTIES AND RESPONSIBILITIES
Operational
- Assumes responsibility for, through assigned department manager(s) or coordinator(s), the effective management of departments within Surgical Services. Evaluates daily activities and makes operational changes as necessary to improve service levels.
- Develops and provides in‑put into hospital‑wide policies or departmental policies that impact across division lines. Actively participates on hospital committees which addresses operational issues.
- Assumes division wide and hospital‑wide responsibilities for projects and issues as assigned by the Vice President. Actively participates on hospital committees.
- Negotiates agreements with provider groups, vendor groups, and contract services for certain products and services.
Marketing and Planning
- Provides leadership for the Surgical Services strategic planning task force.
- Has an in-depth understanding of the market related to Surgical Services.
- Develops a long range strategy consistent with hospital goals and objectives that provides for the growth and changing needs of the service.
- Develops annual goals and objectives to support the long-range plan.
- Promotes the profitable operation of the service through development, review, modification and marketing programs.

- Ensures the involvement and support of the medical staff in the planning and implementation of programs within the service.
- In conjunction with the Planning and Marketing Department, designs and implements a marketing program to promote community awareness and utilization of the service.
Medical Staff
- Works closely with the designated Medical Staff officer of the various departments utilizing or collaborating with Surgical Services to incorporate physician interests into planning, operation and evaluation of the service.
- Serves as the hospital liaison to the departments and committees of the medical staff for the purposes of program development, capital equipment planning and problem resolution.
- Assures appropriate medical staff composition to carry out the long range plans of the service.
Fiscal Management
- Develops and submits for approval a departmental capital and operating budget and is accountable for the achievement of capital and operating budget objectives. Monitors and controls departmental budget and authorizes budgeted expenditures in accordance with the approved budget and hospital fiscal policy.
- Evaluates all costs and assists in determining the pricing of services in conjunction with Fiscal Services.
- Assures cost effective purchasing, allocation and utilization of supplies, equipment and instrumentation related to Surgical Services.
Human Resources
- In conjunction with the Human Resources Department, determines human resource needs and develops or assists in the development of programs to maintain and improve the quality and efficiency of the assigned department.
- Recruits, hires, orients and evaluates performance of Manager(s), Supervisor(s), Coordinator(s) or other assigned personnel to assure that department is staffed with individuals who reflect behavior and performance consistent with the hospital's Mission and Values statement. Has authority to hire, terminate, and/or take other disciplinary action as may be deemed appropriate and is in accordance with hospital policy.

- Develops and administers a master staffing plan for assigned cost centers in conjunction with approved budget.
- Identifies educational and training needs of departmental staff or individual(s) impacting assigned functions and plans with other appropriate staff members for the implementation of training needs.
Quality Improvement
- Administers the departmental Quality Improvement plan for the service.
- Ensures the understanding of and compliance with policies of service or with assigned hospital wide policies. Assumes responsibility for departmental accreditation standards and licensure regulations. Accountable for hospital compliance with assigned federal, state and local laws.
- Is accountable for managing areas of assigned responsibility in a manner which acknowledges and emphasizes the organizational and individual qualities and characteristics that the hospital has written in its' Mission and Values Statement.
Communications
- Communicates and coordinates with the departments and services on a daily basis on operational activities as necessary to provide an efficient and quality service. Advises Vice President of systems problems which negatively impact or prevent the effective operation of their department.
- Communicates regularly with departmental staff to keep them abreast of information which will assist in the safe and effective performance of their jobs and to create an understanding of hospital‑wide performance and direction.
- Develops and maintains communication process which promotes staff involvement in operations, program planning and education.
Leadership
- Integrates departmental services with the hospital's primary functions.
- Coordinates and integrates services within department and with other departments.
- Develops and implements policies and procedures to guide and support the provision of services.
- Recommends a sufficient number of qualified and competent persons to provide care.

- Determines the qualifications and competence of department personnel who provide patient care services and who are not licensed independent practitioners.
- Continuously assesses and improves departmental performance.
- Maintains appropriate quality control programs.
- Provides for orientation, in-service training, and continuing education of all persons in the department.
- Recommends space and other resources needed by the department.
- Participates in selecting outside sources for needed services.
General Responsibilities
- Practices proper safety techniques in accordance with hospital and departmental policies and procedures. Immediately reports any mechanical or electrical equipment malfunctions, unsafe conditions, or employee/patient/visitor injury‑accident to appropriate person(s).
